La flexibilité de la gouvernance économique à l'épreuve de la crise sanitaire
Résumé
The current pandemic led, for the first time, to the acti- vation of the general escape clause of the stability and growth pact. But the pact is just a part of a more general process: the economic governance via the European semester. Since its inception, the economic governance as show to be quite flexible. The Commission and the Council enjoy a wide margin of appreciation, mostly during their evaluation. Rules even include a series of escape clause, permanent or temporary, general or individual. The activation of the general clause did not cause a real ligh- tering of the pressure of the economic governance. Its flexibility needs to be reevaluated to guarantee its efficacy. Moreover, reconstructing national economies after the pandemic has become the opportunity to reinforce the strength of the economic governance, through the Recovery and Resilience Facility.
