Innovative governance models to manage World Heritage sites

World Heritage Sites, recognized for their cultural and/or natural values, must meet conditions of integrity. The intact and distinctive characteristics of the sites must be preserved and controlled via long-term legislative protection and the implementation of a specific management plan that has become compulsory since 2007 (Watremez, 2013). These management policies and actions can be regulatory, institutional and/or traditional. They must be planned before the listing of the site and should be renewed regularly. An effective management system is necessary to draft and edit guidelines in order to preserve the site, to execute the planned actions and to evaluate the measures put in place. It is strongly recommended that this process involves all the concerned actors including the local populations (WHC, 2021).
The governance of World Heritage Sites is therefore not easy to implement but crucial in order to ensure a management capable of maintaining the attributes meeting the criteria(s) of the outstanding universal value of the site that should be in a good state of conservation. Our research presents the governance arrangements of two World Heritage Sites, Chaîne des Puys - Limagne fault tectonic arena as well as the Causses and the Cévennes Mediterranean agro-pastoral Cultural Landscape. The creation, evolution, mobilization, role and future of these arrangements are studied. We focus on the diversity, multi-party system and the coherence of the governance. The networks of actors generated by the institutions in charge of the management of the sites are also considered, as are World Heritage Sites’ national and international networks that include or have been created by the studied sites. This presentation shows the importance of governance in the management of World Heritage Sites, of cooperation within these mechanisms and finally of the innovative nature of new models of governance.
