Open Science as a Measure of Excellence? Bibliometric Dilemmas and New Publication Practices

Résumé

This paper discusses the concept of open science and the utilization of bibliometrics, which involves the measurement of scholarly literature. It highlights research indicating that freely accessible publications tend to receive more citations. Moreover, it underscores the significance of ensuring open and accessible citation data. Several initiatives and projects are mentioned, including The Initiative for Open Citations (I4OC), and Project OpenCitations. The discussion extends to the notion of "open citation metrics," introducing a novel metric such as TOP Factor. Furthermore, it acknowledges that while open data is vital, it alone does not assure research quality. Open science should be viewed not as a substitute for excellence in research, but rather as a pathway to achieving it. By fostering transparency, reproducibility, and collaboration, open science has the potential to enhance the quality and impact of scientific research.
