Synthesis and analysis on the current structure and functional organisation of the Barcelona Convention (UNEP/MAP) - Recommendations for biodiversity works and French issues

Résumé

The Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean was the first ever of the six current Regional Sea Convention managed by UNEP. It was established to support Mediterranean countries, through their wide range of resources, cultural and political variety, notably to facilitate coordination and build capacities. The Barcelona Convention system is a unique framework of cooperation, dealing with environmental status of habitats, ecosystems and living resources of the Mediterranean Sea and sustainable development of the whole region. The governance and functioning are structured around a complex set of institutional, regulatory and technical units and committees, which are described in the previous chapters. Many administrative officers, policymakers and scientists are involved all along the processes leading to multiple products and documents, disseminated through a lot of websites, more or less linked, and more or less visible. Even if this Convention is well documented and active, the details of its structure, and moreover its functioning, are scattered, quite complicated to tackle and require to explore and analyse many information, not always publicly available. The aim of this report is to provide this analysis and summary of the main elements of the structure and functioning of this Convention, including inputs and reviews from several French actors currently active in different committees of this Convention. The final figure summarizes and illustrates all these elements, according to this analysis. In conclusion, some recommendations are provided, as a result of this analysis, notably on biodiversity aspects and French issues.
