Financing Renewable Energy: A Literature Survey on Public Banks

Résumé

The aim of this paper is to provide an assessment of the academic research on the link between public banks and renewable energy (RE) financing. We conduct a bibliometric analysis of five major databases (Science Direct, Business Source Complete, Emerald publishing, Wiley, and Scopus) covering the period to August 2018. We demonstrate (i) the increased focus on RE financing since 2000, (2) the wide range of academic journals and author affiliations interested in RE financing, and (3) the discrepancy in these works depending on the type of public bank studied and the focal geographical area. We cluster this literature according to topics related to (1) sustainability and corporate social responsibility policies in the banking sector, (2) SME innovation financing and global energy governance, (3) type of funding instrument, (4) evaluations of RE projects financed by multilateral banks, (5) trade-offs related to the future energy mix. We present a critical appraisal of our results which highlight that our bibliometric analysis provides no information on how these clusters are interlinked. Based on our appraisal of the work on public banks, we propose a means of identifying the link between these clusters. Evaluation and cross-reading of the literature in these five clusters reveals the existence of complementarity between public and private financing modes for tackling climate change based on deployment of renewable energy.
