People’s Struggle for Participatory Governance in Gilgit-Baltistan

This chapter traces and analyzes the struggles for participatory governance by the people of Gilgit-Baltistan by analyzing legal recognition, participation in political life, and access to natural resources. The chapter argues that Gilgit-Baltistan features a multi-layered, community-based governance that fills the gaps of the state’s absence.
