              <p>Based on the study of a case that shook the Polish government in 2002–2003, this article proposes a framework for analysing the scandal that synthesises and broadens sociological approaches to the scandal to shed light on the link between the scandal and policy-making. The scandal appears as neither a cause, nor a pure pretence in relation to public policy-making. It rather invites generalisations, while at the same time resisting any drawing of univocal “lessons” because of his indeterminacy. The 3 dimensions analysed (process, Test of current values and regulations, specific mode of disclosure) are animated by an insurmountable tension between the extraordinary and the typical. The adoption of a regulation of lobbying by law, following the Rywin affair, reflects the work of categorisation and politicisation to which the affair gave rise. The figure of the “lobbyist” as an opaque intermediary to be supervised also emerges on this occasion.</p>

              <p>Partant de l’étude d’une affaire qui a secoué le gouvernement polonais en 2002-2003, le présent article propose un cadre d’analyse du scandale qui synthétise et élargit les approches sociologiques du scandale pour éclairer l’articulation entre le dévoilement des transgressions et la production des politiques publiques. Ni cause, ni pur prétexte de l’action publique, le scandale incite à une montée en généralité à laquelle il ne peut, néanmoins, fournir des « leçons » univoques du fait de son indétermination. Ses trois dimensions analysées (processus ; test des valeurs et règles en vigueur ; mode spécifique de dévoilement) se trouvent chacune animée par une tension infranchissable entre l’extraordinaire et le typique.</p>
