Differentiated climatizations with public policy: normalizing the study of “climate change” public problems

If the neologism “climatization” enables analysis to underline the importance of the climate issue on public agendas, it should be remembered that it is above all a political process. The climatizaton of public policies must therefore be questioned as regards its interplay between actors, their interests, conflicts and cooperation engaged to either resist or change public policies. Moreover, it is necessary to normalize its study by drawing upon the proven tools of the sociology of public action rather than isolating the object using singular conceptualisations of the political. Indeed, until now, this neologism has often led research to develop normative approaches to climatized public policies. Although, in the abstract, the problem of climate change is indeed a “super wicked problem”, in practice, this special issue dedicated to “differentiated climatizations” analyses the political processes by which climate change has become a “normal” problem of public policy. Having first analysed the obstacles that have often faced actors seeking to tackle climate problem by summarising the existing research on this point, this introduction sets out the different concepts and theoretical approaches from the sociology of public action that contribute to shedding light on the processes of integration of new problematisations on the political agenda. Finally, in presenting the articles that make up this special issue, we show that they share three findings. Firstly, over the long term, no actor can ignore the climate variable, which has become a norm of public action. Secondly, climatization is neither homogeneous nor unidirectional. Indeed, this process is not necessarily followed up with by actual effects on the practices, resources and interests of actors. Finally, the contributions presented here show that, beyond political rhetoric, from the point of view of contemporary public action, climate change is only one issue among others. Consequently, the actors who promote it as a public problem still have to “struggle” to impose themselves upon others.
Si la « climatisation » permet de souligner la force d’attraction de la question climatique sur les agendas, il convient de rappeler qu’il s’agit avant tout d’un processus politique. La climatisation des politiques publiques doit être par conséquent mise en question dans ses jeux d’acteurs, leurs intérêts, leurs conflits et coopération, pour résister ou fabriquer le changement dans l’action publique. Plus encore, il s’agit de normaliser son étude en s’appuyant sur les outils éprouvés par la sociologie de l’action publique plutôt que d’isoler l’objet dans des conceptualisations singulières. En effet, jusqu’ici, ce néologisme a souvent conduit la recherche à développer des approches normatives pour climatiser les politiques publiques autour d’un problème complexe et transversal. Certes, théoriquement, le problème du changement climatique est bien un « super wicked problem » mais, dans les faits, ce numéro spécial dédié « aux climatisations différenciées » analyse les processus politiques par lesquels le changement climatique connaît une mise en politique « normale ». Après avoir analysé les obstacles à la mise en politique du problème climatique en résumant la recherche existante sur ce point, cette introduction expose les différents concepts et approches théoriques en sociologie de l’action publique qui contribuent à éclairer des processus d’intégration de problématisations nouvelles sur l’agenda politique. Enfin, en présentant les articles qui composent ce numéro spécial, nous montrons que ceux-ci partagent un triple constat. Tout d’abord, sur le temps long, aucun acteur ne peut plus ignorer la variable climatique devenue une norme de l’action publique. Ensuite, la climatisation n’est ni homogène, ni univoque. Enfin, ce processus n’est pas forcément suivi d’effets sur les pratiques, les ressources et les intérêts des acteurs. Au total, les contributions présentées ici montrent que, au-delà des rhétoriques politiques, du point de vue de l’action publique contemporaine, le changement climatique n’est qu’un enjeu parmi d’autres et que, par conséquent, les acteurs qui le portent comme problème public doivent encore « lutter » pour s’imposer.
