Post-disaster Recovery: Challenges and Resources

Résumé

Post-disaster recovery is a relatively recent concept in the francophone scientific literature on risk studies in geography. Internationally, research on recovering from disasters emerged in the 1970s with the development of multidisciplinary teams. This chapter focuses on the challenges and resources of post-disaster recovery. It begins with a presentation of the different actors and temporalities of the process, modes of governance and regulatory tools associated with this period. The chapter then analyzes the combination of resources and constraints in terms of financing the reconstruction and recovery efforts. This is followed by a section on land use issues, discussing the different territorial modalities of reconstruction. Finally, the identification of local variations in reconstruction allows us to conclude on the social and territorial inequalities and injustices generated by the decisions and actions taken during the post-disaster period.
