A new paradigm for lessons learned

Résumé

We consider the Lessons Learned Process as one of the most valuable and essential Command & Control (C2) processes. Capitalizing from the goods and bads has allowed our Western forces to rise and maintain at the leading place amongst the World Military. At the same time, introducing massively Artificial Intelligence and Big Data technologies in military capabilities and cognitive processes will lead to a paradigm change, a new revolution in military affairs. And the “Lessons Learned” process will be doubly impacted. First, thanks to these new technologies, information gathering, fusion and sharing will largely be automated, and the basic work of Lessons Learned staff officers will be facilitated to allow them to focus on more added value tasks, like deep analysis and influence actions. In this spirit, our combined team from Ecole Nationale Supérieure de Cognitique of Bordeaux (ENSC), THALES Raytheon System (TRS) and IBM has designed and stands ready to propose an Augmented Lessons Learned Tool we have named “SCALLP – Search and Compare tool for an Augmented Lessons Learned Process”. Secondly, digitalization and automation of the key C2 processes will allow to capture in real-time every decision and its foundations, all essential data from the real-time picture and from the evaluation of the main results, and to record all chat rooms, all data links and radio exchanges, in order to replay and analyze precisely all key combat actions. This is the prospect of a real techno-logical assistance in identifying and learning lessons. In the end, during the compressed activities of future wars, and I evoke here multi-domains operations, these lessons, best practices or tactics will have to be automatically injected through the decision cycle to make them more competitive.
