Regional Cluster Policies in Germany - A Multi-Level Governance Perspective on Policy Learning

14885Despite common reference to the cluster concept and some signs ofpolicy convergence, cluster policies differ markedly, reflectingindustry characteristics and institutional differences at variousspatial scales, or levels of governance. This paper uses the caseof Germany to illustrate the variety of regional cluster policiesin a federal state. It particularly focuses on the relations,interdependencies and divisions of labour between four levels ofgovernance. Policy learning can be observed either within orbetween regions and levels of governance, and the evidence showsthat path-dependent incremental learning dominates whileinterregional learning is restricted to certain windows ofopportunity.
