Panel on Nationalism, Sovereignty and Norm Mutations in the Digital Age

Résumé

At the crossroad of globalization and digitization, power relations face important challenges resulting from deep digital transformations that affect every aspect of current social, economic and political life. Such transformations include the platformification and datafication of the economic and social life; the multistakeholderisation of institutional governance processes; and the reformulation of technical, legal, economic or social normative frameworks. These challenges are raised at the national, regional and global levels, all being highly sensitive in terms of sovereignty, economic development, social cohesion, political and cultural values, and legal and policy frameworks. The global nature of the internet and, more specifically, the extraterritorial effect and other kinds of externalities of digital public or private policies and actions, make it even more complex to address these mutations. Indeed, most digital governance issues may affect the strength of states and supranational entities and institutions in a globalized world. The problem becomes even more complex as the rise of non-state actors whose important human, economic and technical capacities create geopolitical and geo-economical shifts (e.g. internet giants and their platforms) or even threatens international orders (e.g. criminal groups). This panel examines, through theoretical and empirical multidisciplinary perspectives, how these transformations unfold to impact national sovereignty, international relations and the global political economy, and whether and to which extent they generate digital forms of nationalism as a reaction. It analyzes how the market and other non state actors have become private norm entrepreneurs, transforming power relations with nation states. Case studies of coalitions building and bargaining practices in European digital policies making are detailed, and the emergence of cybersecurity norms at the global level is studied as ideas and norms diffusion process. The panel also examines normative and regulatory expressions of new nationalism and sovereigntism in public debates, political practices and governance policies addressing various issues, such as transborder flows of personal and non personal data, cybersecurity, digital platforms taxation, as well as new diplomatic practices.
