Résumé

Since the 1980s, deep geothermal energy has emerged as one of the possible alternatives to fossil fuels. A renewable source, seemingly inexhaustible, environment friendly, which can supply urban heating networks and industries. However, in the 2010s several geothermal projects aiming at producing electricity and heat have given way to controversies in Switzerland, Germany and France. In Alsace, 2 projects (among 5 that were planed within the Eurometropolis of Strasbourg) were abandoned in 2015 because of the criticisms. The Alsatian geothermal projects target an aquifer located several kilometers deep, trapped in a fault system within the granitic basement. According to the opponents, these ventures could result in microseisms and several types of pollution. In addition, the benefits of such projects for locals are themselves controversial. In this paper, we propose to discuss Alsatian cases, to analyze the way the initiators of the project attempted to include the geothermal project in local energy and development plans and the reaction it leads to. We will rely on several corpuses and observations work carried out since 2015 within the Eurometropolis of Strasbourg and in the north of Alsace: media analysis, analysis of communication strategies, observation of the legal public inquiries organized in the 2010s, realization of about fifty interviews with stakeholders, and organization of a quantitative survey and of six focus groups involving residents.
