France’s rule overseas: Communication and politics

Résumé
The ruling French administration is setting a new partnership with its overseas Territories. From New Caledonia to the French West Indies, from Polynesia to Guiana, Saint Pierre et Miquelon and Mayotte, France’s policy offers overseas an unusual image of a working site. From the perspective of communication, this paper analyses successively two interrelated concerns : a) how this political change is being implemented b) to what extent does it meet the local expectations in terms of development, public action efficiency and democracy.
