La fin du secret international ?

Résumé

From Edward Snowden's revelations about the NSA's secret eavesdropping program to massive leaks carefully orchestrated by WikiLeaks, the rules of diplomatic secrecy that prevailed for centuries have definitely taken a hit. The tyranny of transparency is aided by considerable advances in information technology. Intelligence agencies are moving to adapt to this ineluctable trend, which is shaking up the way countries conduct their foreign relations. They are turning to conventional corporate communication methods inspired by other government agencies and increasingly tapping into open information sources like big data or social networks, supported by powerful algorithms. Created from secrecy and to serve secrecy, these agencies are beginning to let go of their obsession with keeping things hidden and indeed go beyond secrecy, thus losing what has distinguished them for the past century.
