PROFESSIONNALISATION DES FORMATIONS SUPERIEURES ET EMPLOYABILITE EN ALGERIE

Résumé

Professionalization is consubstantial with university training. However, in recent years, the demand for professionalisation and the extension of the missions of higher education to employability and integration of students are at the heart of a global process of transformations aimed at bringing education and economy closer together. In the European Union, the Bologna process is precisely one of the instruments of construction of the "knowledge economy". To do this, in a context of economic crisis and difficulties of socio-professional integration of young people, the missions of the higher education systems have been extended and as such constitute performance indicators in a dual normative and evaluative approach. As part of its cooperation and neighborhood policy, in the early 2000s, the European Commission expanded this process to include many countries, including the Maghreb, with the sponsorship of several French-speaking countries. Originally oriented towards "the modernization of higher education", this process has taken on a unique political and social dimension after what is now designated by the "Arab Spring" which began at the end of 2010 in the Maghreb. Yet long before the youthful revolts started in Tunisia, the three Maghreb countries were already confronted with the question of the employment of young people, especially young graduates, because of a decoupling of higher education and public employment. Thus, the objectives of professionalization of offers of training and improvement of employability and integration of graduate students have become a major challenge for the Maghreb higher education systems in general and Algeria in particular. This book focuses on the reform process of higher education in the light of this challenge. This terrain is particularly heuristic, because compared to these Maghreb neighbors Algeria has already experienced the professionalization of higher education with a goal of bringing university-business closer. But with what results and impacts on the higher education system as a whole? This work is also an opportunity to compare the various reforms introduced, including the "LMD reform" from the European Bologna process.
La professionnalisation est consubstantielle des formations universitaires. Cependant, depuis quelques années l’injonction de professionnalisation et l’élargissement des missions de l’enseignement supérieur à l’employabilité et l’insertion des étudiants sont au coeur d’un processus mondial de transformations visant un rapprochement éducation-économie. Dans l’Union européenne, le processus de Bologne se veut justement un des instruments de construction de « l’économie de la connaissance ». Pour ce faire, dans un contexte de crise économique et de difficultés d’insertion socioprofessionnelle des jeunes, les missions des systèmes d’enseignement supérieur ont été élargies et comme telles constituent des indicateurs de performance dans une double démarche normative et évaluative. Dans le cadre de sa politique de coopération et de voisinage, la Commission européenne a élargi au début des années 2000 ce processus à de nombreux pays parmi lesquels ceux du Maghreb, avec le parrainage de plusieurs pays francophones. Orienté à l’origine vers « la modernisation de l’enseignement supérieur », ce processus a pris une dimension politique et sociale singulière après ce qu’on désigne désormais par les « Printemps arabes » qui ont commencé fin 2010 au Maghreb. Or, bien avant les révoltes juvéniles commencées en Tunisie, du fait d’un découplage formation supérieure-emploi public, les trois pays du Maghreb étaient déjà confrontés à la question de l’emploi des jeunes, en particulier des jeunes diplômés. C’est ainsi que les objectifs de professionnalisation des offres de formation et d’amélioration de l’employabilité et de l’insertion des étudiants diplômés sont devenus un défi majeur pour les systèmes d’enseignement supérieur maghrébins en général et algérien en particulier. Cet ouvrage interroge plus particulièrement le processus de réformes de l’enseignement supérieur au regard de ce défi. Ce terrain est particulièrement heuristique, car comparativement à ces voisins maghrébins l’Algérie a déjà expérimenté la professionnalisation des formations supérieures avec un objectif de rapprochement université-entreprise. Mais avec quels résultats et quels impacts sur le système d’enseignement supérieur dans son ensemble ? Ce travail est également l’occasion de faire l’analyse comparée des différentes réformes introduites, dont la « réforme LMD » issue du processus européen de Bologne.
