              <p>C’est de 1870 que date le rattachement en France de l’administration des Beaux-Arts au ministère de l’Instruction publique. Cette mesure prise à la fin du second Empire constitue une importante rupture administrative, fondatrice d’une tradition appelée à perdurer jusqu’à la création du ministère des Affaires culturelles en 1959. Cependant, loin de correspondre à un projet de « politique culturelle », elle fut surtout le fait de contingences politiques bien précises.</p>
