A label to regulate: Governing though market experiment in the construction industry

This paper examines the role labelling plays in the government of the contemporary economy. Drawing on a detailed study of BBC-Effinergy, a French label for sustainable construction, we show how the adoption and evolution of voluntary labels can be seen as emblematic of a government through experiment engaging 4 operations: stimulating market anticipations, focussing political consultations, producing collective expertise and containing the regulatory transcription of the label.
