Regional planners' expertise: territory making and governance
Résumé
This article focuses on the role of the planner in decision making in an urban context. Considering the urban planner as an expert, and using several political science theories to determine his role in relation with other actors of the political arena, the article analyses different situations of expertise over urban growth issues in California. These cases show how much the boundaries between the expert community and the decision makers are blur and also show how expertise tends to redraw the urban territory.
