Résumé

The project of 2001 French water law aims to limit strictly the constant part of water bill. This part must only cover costs incurred by the relationship with water customers (costs of billing, and costs of having metering devices). In order to balance their budget, drinking water authorities must increase the proportional part of water bill.The consequences of this reform are analysed here in a French case (a thousand of families living in Northeast in social buildings). We want to determine which types of household are mostly affected in terms of change on water bill. We focus our analysis on three main keys: household size, family chief age, and household income.If water consumption level is invariable (step 1), a reduction of the flat part lowers the bill paid by small families (less than 3 persons); it has no effect on the bill for families composed of three people; and it increases the water bill for bigger households.Theses conclusions must by moderated: families may modify their water consumption after a water bill structure change (step 2). The degree of sensitivity depends on the initial price level, the intensity of price variation and the level of household income. In our case, this sensitivity induces a water bill reduction for more families than the previous case (without water consumption reaction).It is then not a social policy. Moreover, this bill reform may have consequences on the budget balance of drinking water authority, in particular if households react strongly (in terms of water consumption). It can therefore be a motivation to revise the water contract, when water management is delegated.
En réponse à une attente exprimée par les associations de consommateurs (comme la CLCV ou l'UFC ), le projet de loi sur l'eau 2001 délimite strictement le montant de la partie fixe de la facture d'eau aux frais de facturation et de comptabilisation des consommations d'eau domestique et interdit la pratique du forfait. Pour ne pas induire un déséquilibre budgétaire des services d'eau et d'assainissement, une telle disposition provoquera une augmentation de la partie proportionnelle à la consommation d'eau, la partie fixe s'élevant en 1998 en moyenne en France à 400 Francs et devant être, à terme, inférieure 200 Francs. Comment la facture d'eau des ménages va-t-elle évoluer ? Cette évolution sera-t-elle très différente d'une catégorie de ménage à l'autre ? Dans cette communication, nous cherchons à répondre à ces questions à travers l'analyse d'un cas réel en France. Nous avons analysé une information détaillée sur les consommations et les caractéristiques d'un échantillon d'un millier de foyers.
